i make each character individually in either flash or illustrator, then publish them as PNGs individually too and in uniform size. i then import each of them in Font Creator 5.5, and publish it as a font file from there.
there is a simpler way through [link] but if you want to make a clean vector uniform font, you have to do it the hard, tedious way.
